- Paris Agreement is passed in 2015 by the United Nations Framework Convention on Climate Change. A consensus is reached on achieving mutual balance between man-made emission and removal of green-house gas in the second half of the century, while subsequently submitting policy planning for Net Zero Emissions of green-house gas, in response to a special report announced by IPCC in 2018.
- More than 130 countries around the world have put forward the declaration and action of 2050 Net Zero Emissions, and governments around the world have formulated corresponding regulations for domestic and foreign enterprise.


Current situation in Taiwan: All types of enterprises are required to start carbon inventory and net-zero carbon emission measures.
- Financial Supervisory Commission (FSC): On 3 March 2022, the FSC issued the Sustainable Development Roadmap for Listed Companies, requiring listed companies to disclose greenhouse gas inventory information and conduct verification in phases in obligated manner.
- Environmental Protection Administration, Executive Yuan: Factories in the Manufacturing industries with a total annual greenhouse gas emissions of more than 25,000 metric tons of carbon dioxide equivalent from fossil fuel combustion and indirect greenhouse gas emissions from the use of electricity are required to be subject to carbon inventory management.
